2. Objectives of the programme, priorities for the Year 2003 to 2006 and expected results

The overall objective of this programme is to support the reform process in China and to integrate China further into the world economy.

The programme purpose is to provide rapid support for small, short-term, high quality and visible projects in areas of strategic importance and of mutual interest to China and the European Union.

Its specific objectives are:


 . to develop and facilitate implementation of projects which are:
  -small in financial terms,
  -of short duration,
  -of high quality,
  -of high visibility and profile,
  -in areas of strategic importance and mutual interest to China and EU;
 . to increase and improve the profile and influence of the EU in China;
 . to provide management structures and funding procedures allowing for quick
  and efficient response to specific needs in a fast changing context.

Project proposals must demonstrate that they will contribute to one or more of the areas below. Therefore, the SPF programme will finance projects within the following areas:

 . Social and economic reform, including legislative framework
 . WTO accession related issues and practices
 . Environmental protection issues
 . Higher education issues
 . Good governance promotion
 . Promotion of mutual understanding through media and cultural initiatives

3. Eligibility conditions

(1) In order to be eligible for a grant, applicants must:

 . be a Chinese organisation, that is an organisation which is legally constituted in China
  and is recognised and approved as such by the relevant government, municipal, provincial
  or county authorities;
 . have their headquarters in the People's Republic of China;
 . be directly responsible for the preparation and management of the action, not acting as
  an intermediary.

(2) Potential applicants who are not entitled to participate in calls for proposals or be awarded grants and eligibility of partners are listed under Section II. 2.1.1 and 2.1.2 of the Guidelines for Applicants.

4. Selection and award criteria

The evaluation will be carried out in accordance with the procedures set out in the Practical Guide to contract procedures financed by the general budget of the European Communities in the context of external actions, including the standardised evaluation grid annexed thereto.

5. Maximum rate of Community financing

Any grant awarded under this programme must fall between the following minimum and maximum amounts:

 . minimum amount: EUR 50.000,
 . maximum amount: EUR 100.000,
A grant may not be for less than 75 % of the total eligible costs of the action.
In addition, no grant may exceed 75 % of the total eligible costs of the action (see also section 2.1.4). The balance must be financed from the applicant's or partners' own resources, or from sources other than the European Community budget.

6. Schedule of Calls for Proposals

6.1 2nd Call for Proposals
  Publishing date is 12 April 2004
  Deadline for the receipt of proposals is 10 June 2004.
  Remark: The PMO plans to held a briefing meeting for potential applicants on 26 April 2004 in order to explain the procedures and requirements of preparing an application.

6.2 3rd Call for Proposals
  Publishing date is 11 October 2004
  Deadline for the receipt of proposals is 10 December 2004.
  Remark: The PMO plans to held a briefing meeting for potential applicants on 25 October 2004 in order to explain the procedures and requirements of preparing an application.
